I have purchased several of these and they all have worked perfectly. The packaging has all been Cisco branded, everything was packaged like I would expect a new device to look. I have not seen anything to make me think they are used (ie, no scuffing, scratches, dirt, etc). The instructions included in the packaging have usually been non-English based, but there there is not much information in the instructions; mostly legal disclaimers.The firmware in all of them has been old and needs to be updated (which happens on new phones too). It isn't terribly difficult to upgrade once you know what you are doing, but it does take time to figure out the process if this is a new phone for you.
